More risk averse consumers are less likely to enroll in time-of-use (TOU) programs. Adverse selection problem exists in TOU program enrollment. Time preferences have a negative impact on the adoption programmable thermostats. Illustrative theoretical models of consumers’ decisions are built. Multiple price-list (MPL) techniques are used in the consumer survey.
