We identify seven MWT (mobile and wireless technology) functions of mGovernment systems.

We explore the mediating processes through which the seven MWT functions affect user satisfaction toward mGovernment.

Results show that the seven MWT functions improve three fair procedural characteristics.

Results show that the three procedural characteristics increase procedural fairness of governmental services.

Results show that procedural fairness of governmental services increases user satisfaction toward mGovernment.
