We extend LMDI to decompose factors affecting NCI from multi-regional perspective. The effects of energy structure on NCI differed in different 5YP periods and regions. Energy intensity and RCI had great effects on NCI. The proportional output effect indicates regional economic development was not coordinated. Developed regions in China had a great inhibitory impact on NCI.
