We develop a model for assessing the impacts of carbon policies in an oligopoly market. We examine how risk attitudes moderate the merits of policy certainty and uncertainty. Periodic revising of CO2 emission targets is beneficial for consumers and firms. Investing in renewable technologies is beneficial when uncertainty increases. Carbon policy uncertainty can prevent a high market share of renewable technologies.
