AADT from short-term counts has uncertainty that propagates to safety analysis. The degree of uncertainty is often unknown and unaddressed in safety analysis. The paper quantifies uncertainty for individual permanent counter expansion method. Mean absolute transfer error is 6.7%, almost all errors are between −20% and +30%. Results support improved risk analysis of safety performance measures.
