A new perspective to understand voters' time of voting decisions is proposed. The concept and measurement of issue cross-pressures are discussed. The impact of issue cross-pressures on time of voting decision is analyzed. The findings show that issue cross-pressures have an influence on time of voting decision. The role of issue cross-pressures is partially constrained by party systems.
