We provide theoretical and empirical evidence for choice set formation in decision process in recreation destination choice. Antecedent volition is a primitive motivation behind choice of outdoor destinations; it is a determinant of site inclusion. The omission of a structural representation of choice set formation negatively affects econometric inferences. It undermines allocation of resources due to erroneous policy recommendations based on econometric mis-specification.
