Should civil society organizations cooperate or compete in fighting a corrupt government?

We consider a game between a corrupted government and civil society organizations. Civil society organizations (CSOs) can compete or coordinate in fighting corruption. Coordination of CSOs monitoring efforts leads to higher institutional quality. The government prefers that CSOs coordinate than compete in monitoring it. Dividing to better reign is not the case in our setting.
