A novel city expansion model is proposed to capture the coevolution relationship of population diffusion and road growth. The growth mechanism of road network is developed to minimize the construction cost related to the population density and Euclidean distance. The complexities of population distribution and the structure properties of road network are investigated in the city expansion process.
