The monitoring needs of the Great Barrier Reef were not well articulated. We established a framework to develop integrated monitoring for adaptive management. There are 52 high-level priorities for monitoring and 65 existing monitoring programs. An effective approach to monitoring needs to overcome a range of existing challenges. We recommend an initial focus on a restricted set of high-priorities for management.
