Sustainable development assessment needs specific metrics for poorer countries. AHP and MIVES are combined to develop a new infrastructure rating system: SIRSDEC. SIRSDEC is designed to balance the relevance of the three pillars of sustainability. SIRSDEC overcomes the lack of rating systems oriented to developing countries.
