On the basis of expert interviews and a subsequent SWOT analysis, this survey of the political-institutional organisation of cyber security in Germany reveals a lack of an overall strategy and demonstrates the weaknesses of the decentralised organisation. These weaknesses are evident on strategic, organisational and technical levels. Particularly in political and legal frameworks, efficiency of communication and coordination, expertise, specialised personnel and technical equipment, which puts the decentralisation of Germany’s cyber infrastructre at risk.
