The precautionary principle holds that where there are threats of serious or irreversible damage,lack of full scientific certainty shall not be used as a reason for postponing measures to prevent environmental degradation. The precautionary principle becomes operative via the concept of scientific uncertainty. To properly understand the nature of uncertainty,however,it is necessary to understand the epistemology of scientific knowledge. From this foundation,it is possible to examine scientific knowledge as it confronts global environmental issues. In particular,the marine environment is one area where the precautionary principle is seen as an essential component of modern environmental regimes. Models such as assimilative capacity rely on the assumptions that scientists will be able to determine the marine environments capacity to accommodate pollutants and be able to monitor pollution to ensure that this capacity is not surpassed. The complexity of natural systems though questions the ability of marine science to meet these assumptions. Running throughout the thesis is the leitmotif of uncertainty.
