Due to public mental health services dwindling over the last 25 years,coupled with the increase in tougher criminal sentencing laws,the amount of offenders entering the jail and prison system with a mental illness has increased dramatically. Much of the criminal justice system is not prepared nor trained to manage the increasing needs of the mentally ill offender. To respond to this crisis,this action research study focuses on "how to prepare criminal justice personnel to appropriately interact with,manage,and provide services to those with a mental illness". Specifically,this mixed-method,emancipatory theory,action research study focuses on enhancing correctional mental health training systems. The answers gleaned from this research process will help to enhance the skill level of criminal justice employees as it relates to dealing with the "criminally mentally-ill". The research participants are correctional officers and jail facility supervisors. Data collection methods include focus group discussions,interviews,pre- and post- assessments,naturalistic observations,and post-training knowledge assessments. Data analysis includes theme development and epiphanic discovery developed from qualitative procedures (interviews,naturalistic observations,and group discussions). Further,the results of the quantitative data analysis procedures highlight criminal justice staff skill level and areas in need of additional skill development. This data,coupled with current literature and the opinions of the criminal justice participants are the basis for enhancing the mental health training system. The ultimate goal of the project is to incorporate basic mental illness skill development as a supplement to detention and correctional training in an effort to increase "mental health skill and intelligence".
