The Theory of Constraints (TOC) is a visibility based theory that complements the operationalization of the Theory of the Firm by concentrating on constraints. TOC success has been almost exclusively proven within manufacturing environments. Understanding how the TOC can be extended to administrative environments is critical for expanding the theoretical range of TOC applicability. In particular,the relationship between specific constraint eliminations and the role visibility plays between manufacturing and administrative TOC implementations has been empirically unexplored and remains unproven. Federal Government contracting has continually been assailed for waste and inefficiency. Information technology solutions have been only marginally successful in alleviating these problems because information systems cannot model the myriad of regulations and special practices in Government contracting. After observation of its considerable success in the manufacturing sector the application of Theory of Constraints (TOC) (Goldratt,1990,Goldratt & Cox,1992) into a Federal Government contracting venue was seen as way to apply and test TOC methods in a complex administrative environment. It was unknown if the methods associated with manufacturing-oriented TOC could be applied into this type of transactional administrative environment. Several hypothetical relationships were proposed from the TOC theoretical background to assist in defining the operating mechanisms that might make TOC successful in this type of transactional environment. It was theorized that TOC would be beneficial beyond the manufacturing floor and the results of an empirical investigation would be generalizable into other administrative transactional processes. A two year quasi-experiment indicated that TOC can be successfully implemented in a complex administrative process,but the operating mechanisms should be centered upon visibility of the process and process time reductions. Visibility was found to be so important that the benefits obtained from sequential constraint mitigations was nullified unless the visibility component was also markedly improved in the process of implementing TOC.
