With a deep concern about the predicament of persistent environmental problems faced by modern societies,this dissertation devotes to investigate into the underlying mechanisms of generating environmental problems through critically analyzing the hi-tech developmental model in Taiwan. In the megatrend of informatization,the model of a hi-tech society has uncritically been accepted by Taiwan as a practical strategy for reconciling economic development and environmental protection. Taiwan has committed itself to being a "Sci-tech Island" or "Green Silicon Island" by building a series of science-based industrial parks (SIP) throughout the whole country since the 1980s. In the period of three decades,the development of SIPs and hi-tech industry has been enthusiastically embraced by Taiwanese people even though SIP-related environmental controversies occur one after another. SIP-related environmental controverise seem to being "socially invisible" in Taiwan. In this regard,it is argued that environmental problems are persistent because they are socially invisible. As long as they are invisible,social action will be marginal and will not embody a comprehensive approach. Accordingly,this dissertation deeply explores the causes of social invisibility of environmental problems,and points out such a social phenomenon is institutionally constructed and embedded in Taiwan's socio-historical context of developmental state characterized by its ideology of "economic first." To effectively overcome the social invisibility and the predicament of persistent environmental problems,this dissertation suggests the necessity of a paradigm shift.
