This thesis is an examination of the utility of contemporary planning concepts and processes, for the development and implementation of a Geographical Information System (GIS) based crime analysis solution for a local police service. This research, while appearing to be a departure from the confines of traditional planning practice, attempts to demonstrate the extent to which applied planning concepts and processes can be utilized in other less traditional arenas.;This research involves utilization of the planning process to manage the entire undertaking from examining the requirements of the London Police Service to delivering and implementing a GIS based crime mapping solution. To its success this research provided a design process that integrated itself into the world and culture of the user of the application to be able to better understand the users workplace and workplace culture. This deeper understanding gave the author of this research a more cognitive understanding of the problem at hand and a clearer view of the potential paths to a superior solution.;The research provided recommendations for future research both based on the findings of the research and on the strength of planning as an adaptable universal process for getting from point a to point b.*;*This dissertation is a compound document (contains both a paper copy and a CD as part of the dissertation).
