There is a consensus that a river watershed is the appropriate unit to analyze the availability and use of freshwater. It is given that the unit is constituted by a space in which the people and the resources integrate a territory. However,this perspective ignores one aspect. Water may be used to meet the demands for consumption within a watershed,but also for export. Knowing virtual water flows in and out of a country or of a watershed could show the real situation of a water basin. In 2001,it was estimated that the value of the global average water footprint per capita was 1243 m3 per capita/year. The same accounting was done for the year 2001 in Puerto Rico,where the water footprint per capita was 2,459 m3 per capita/year. The Puerto Rican water footprint of consumption per capita is considered unsustainable since is greater than the fair participation of all the consumers in the world. Subsequent water footprint was recorded in 2009,which shows that it has been increasing,being 2,696 m3 per capita/year. Although the main exporter of food toward Puerto Rico is the United States,also foods from other 58 countries are imported. For such reason,when countries start to make decisions on the uses of their water can disturb the price of the food we consume,our food security and makes us more vulnerable to unexpected worldwide events.
