Cosmopolitan political theorists challenge us to recognize the normative implications of our increasingly interconnected global world. Their arguments, however, pay little attention to what ought to be expected of the transnational voluntary associations that connect so many individuals across national borders. One reason for this is that transnational voluntary associations are often partial associations that do not include all humankind and many not fully embody cosmopolitan principles. Nevertheless, such associations can advance liberal cosmopolitan norms of respect for the moral equality of all humans and cultivate more global perspectives in members. Establishing cosmopolitan standards for evaluating the effects of associations is necessary to our understanding how cosmopolitanism could come about in the world. In order to develop cosmopolitan criteria for assessing the effects of associations, I analyze four approaches to cosmopolitan theory--- 1) those that study institutional cosmopolitanism, 2) those that emphasize natural duties of cosmopolitanism, 3) those that analyze cosmopolitan identities, and 4) those that concentrate on deliberative democratic cosmopolitanism. Each approach by itself is inadequate for determining the cosmopolitan impact of associations. When considered together, however, these categories illuminate potential criteria for evaluating whether an association has institutional, developmental, shared identity, or public sphere effects of a cosmopolitan nature. In each of the three case studies where I apply my criteria, Medecins Sans Frontieres, the Olympics, and the Anglican Communion, the association fits only some of the criteria. They are partial expressions of cosmopolitanism. The cases help to show that associations without an explicit cosmopolitan purpose can nevertheless help spread cosmopolitan norms and dispositions among members. Cosmopolitans ought to pay more attention to the effects of associations such as professional, sports, and religious associations. Realizing cosmopolitanism in the world does not require committed belief in cosmopolitan principles. Cosmopolitan effects can be indirect and partial.
