The Philippines is one of the worlds leading hotspots of biodiversity and deforestation,generating major ecological and social concern. Following trends in global conservation strategies,the Philippines declared community-based forest management CBFM) as the national strategy towards forest conservation in 1995. Northern Negros Natural Park NNNP) aims to protect the largest remaining stand of forest on Negros Island,the fourth largest island in the Philippines. CBFM efforts in the park have experienced shortcomings in their dual aims of forest conservation and livelihood development,and if the causes of these shortcomings are not explored and addressed,future initiatives risk having similarly limited success. This dissertation asks the broader question: what are the land-use dynamics of households in the NNNP,and how may CBFM strategies be designed and implemented better to protect and regenerate forest in the NNNP while improving local residents livelihoods? The dissertation is composed of three papers. The first examines household livelihoods and land-use behavior and the role of institutions on the various groupings of households occupying the park. The second assesses the usefulness of Landsat imagery to local foresters for forest monitoring. The third deconstructs foundational concepts of CBFM to highlight differences between assumptions on which program design is based and local realities,and explores the challenges created by having multiple overlapping scales of institutions. Together,the three parts of this dissertation point to shortcomings in current CBFM programs in the NNNP,highlight areas in need of additional attention and investment,and identify alternative strategies with potential to increase the success of CBFM goals.
