The Federal Bureau of Investigation outlined three criteria for entities to be considered an international terrorist organization based on 18 U.S.C. §; 233. The following document will show Federal Security Services FSB) involvement in assassinations,terrorist incidents,and intimidation of government and civilians in order to further various political agendas meet the three criteria outlined. The 1994 bombings,1999 apartment bombings,2002 theater hostage incident,and 2004 Beslan school hostage incident are also covered. The research describes details and evidence of assassinations of Galina Starovoitova,Sergei Yushenkov,Yuri Shchekochikhin,Anna Politkovskaya,and Alexander Litvinenko,the imprisonment of Mikhail Khodorkovsky and Mikhail Trepashkin,as well as the exile of Vladimir Gusinsky. In addition,the document will cover the cyber-attacks against Estonia,Georgia,and the privacy intrusion of the Russian citizens using the System for Operative Investigative Activities SORM). Finally,the document will offer suggestions on mitigating the threat posed by an international terrorist organization.
