Periodically events and ideological advances conjoin changing the direction of a society. Ultimately, these changes make the old society unrecognizable to its progeny.1 This occurred between 1630 and 1649, after being ignited by the Civil War, the Leveller movement flared into existence. The movements ideological fuel came from an underreported and underrated source, the religious-political thinkers among the seventeenth-century New England Puritans. It is my thesis； one of those thinkers provided that ideologically fuel---Roger Williams. Chapter one is a brief overview of New England as well as certain technical and historiographic issues. Chapter two covers the Puritans general political ideology and documents related to the Westminster Assembly. Chapter three reviews Williamss seminal pamphlet The Bloudy Tenent. Chapter four covers the concepts and developments which connect The Bloudy Tenent and the proto-constitution--- An Agreement of the People.
