Modeling mission trading based on the water functional zone planning—the case study on two point source dischargers

摘要
Emission trading is one of the vital alternatives to control watershed pollution,based on the total emission control.Meanwhile,water functional zone planning clarifies the basic element of the total emission control of water pollution.This paper studied two point dischargers' microeconomic behaviors in the same water functional zone based on the combination of emission trading and water functional zone.And a delivery trading ratio was addressed for indicating the spatial effect of discharged pollution.The objective function of model is to maximize the profit of dischargers,subject to the abatement,total emission control,water functional zone and balance of trading.The results demonstrated that the optimal of dischargers' behaviors was to guarantee the marginal product revenue was the sum of marginal.product cost and marginal cost of pollution control.Although the initial property could not affect dischargers' behaviors,the allowance preference of government could benefit environmental friendly companies with an economic incentive effect.The emergence of trading cost led to the reduction of tradable emission right.Thus,controlling the trading cost laid the basic assurance of the operation of emission trading market.Finally,the research fruit has been applied into the Daning watershed.Under this framework,the Xujia town invests 53485 yuan for sewage disposal,trading 2.2t emission right,while purchasing emission right 2.1 t,paying 25252 yuan for Bailu town.The total investment for water pollution treatment is 53485 yuan.The concentrate of emission from Xujia town and Bailu town is 3.03mg/1 when the emission reaches the downstream of water functional zone planning.
