More often the United States of America (US) is moving to an integrated emergency management and response system that includes a tiered response system.This has developed and evolved over the decades of historical experience to meet the perceived needs in the US.In this system there are various levels of response needed to address a particular emergency scenario.For example all miners receive a basic course in mine safety including some portions of basic first aid and firefighting.These miners form the base of tiered system and the average miner is expected to be able to help in a simple first aid situation or begin firefighting operations.The next tier is a smaller group of more miners with more advanced training.Commonly called a Mine Emergency Team or Fire Brigade these workers can effectively respond to more complex and dire emergencies.Typically the top tier is a mine rescue team, a relatively small group of highly trained miners that have the training and equipment to respond to the direst of emergency scenarios.
