“一带一路”倡议下中国与巴西基础设施合作研究

中巴基础设施合作是"一带一路"倡议的重要延伸。由于巴西有着发展本国基础设施的强烈愿望,而中国有着资金和技术等方面的优势,导致巴西基础设施建设与"一带一路"倡议能够高度对接。中巴基础设施合作以交通和电力设施的修建和维护为主要内容,以中国大型国有企业为主导,公私合营为重要合作模式。未来双边基础设施合作仍会以物流基础设施建设为重点,合作范围有望扩展至巴西内陆边疆农矿产区,且中国作为巴西至关重要的基础设施合作国的地位在短期内也很难有实质性改变。中巴两国应从技术标准、部门沟通、融资模式、农矿产区道路建设以及环境保护等方面入手,来切实推进两国在设施、政策、资金、贸易以及民心等方面的有效联通。
The infrastructure cooperation between China and Brazil is an important extension of the Belt and Road Initiative. As Brazil has a strong desire to develop its own infrastructure, China's advantages in terms of capital and technology have led to a high degree of connectivity between Brazil's infrastructure construction and the Belt and Road Initiative. The infrastructure cooperation between China and Brazil is mainly based on the construction and maintenance of transportation and power facilities. It is dominated by large state-owned enterprises in China, and public-private partnerships are an important mode of cooperation. In the future, bilateral infrastructure cooperation will continue to focus on logistics infrastructure construction. The scope of cooperation is expected to expand to Brazil's inland border agricultural and mineral areas, and China's status as a vital infrastructure partner of Brazil is also difficult to have a real change in the short term. China and Brazil should start from the aspects of technical standards, departmental communication, financing mode, road construction in agricultural and mineral areas, and environmental protection to effectively promote the effective communication between the two countries in terms of facilities, policies, funds, trade and public mind.
