摘要
随着我国三代核电厂建设取得一系列进展,进一步加强核电厂建造阶段的核安全监督成为了我国核安全监管当局在后续一段时期内的工作重点。我国现有的核电厂建造阶段核安全监督管理方法在实际的监管活动中,在资源配置、系统性和有效性方面存在进一步提升的空间。本文将对中美核安全监管当局采用的核电厂建造阶段监督检查流程和内容进行对比,希望能为我国核电厂建造阶段核安全监督管理提供一定的借鉴和参考。
        With the progress in the construction of Chinese third generations of nuclear power plants, further strengthening nuclear safety surveillance has become a top priority in the following period during the construction phase of nuclear power plants. There is room for improvement in the methods of nuclear safety surveillance and management, such as resource allocation,systemicity and effectiveness. This article will compare the differences in process and content of surveillance and inspiration during the construction phase of nuclear power plants between China and the United States, and hope to provide some reference for the nuclear safety surveillance and management of Chinese nuclear power plants under construction.
