解读农村三产融合与农民利益

摘要
在2016年国务院颁发了有关农村三产融合的文件后,农村问题愈发受到社会的关注。我国是农业大国,农村人口占总人口的比重近一半。新中国成立后农村问题是我国关乎民生的大问题,正所谓:"民以食为天"。在当下我国粮食紧张,农业产品生产成本逐渐上升,农村与城市收入发展不均的大背景下,推进农村三产融合,增加农民收入刻不容缓。基于三产融合的概念,分析了三产融合与我国农业存在的问题,推进三产融合,不能忽视农民的利益,要将农民与农业三产融合改造相联系,相融合。一方面,要让农民自我改造、创新,另一方面也要加强引导,提供政策、资金支持,让农民共享改革开放的成果。
In 2016, after the issue of a document on the integration of the three industries in rural areas by the State Council, rural issues have attracted more attention from the society. China is a big agricultural country, with nearly half of the total population in rural areas. After the founding of new China, the rural problem has become a major issue concerning people's livelihood in China,which is called "food is the essence of the people". Under the background of food shortage, rising production costs of agricultural products and uneven income development between rural and urban areas, it is urgent to promote the integration of the three industries in rural areas and farmers' income increase. Based on the concept of integration of the three industries, this paper analyzes the existing problems for the integration of the three industries and for agriculture in China. To promote the integration,we should not ignore the interests of farmers. We should link farmers with the integration of the three industries. On the one hand,farmers should improve themselves and make innovation. On the other hand, the government should strengthen guidance, provide policy and financial support, and let farmers share the fruits of reform and opening up.
