摘要
南海神狐海域可燃冰试采工程是国家重大工程,面对深水可燃冰试采难点,中国石油集团海洋工程公司突破传统思维模式,在技术管理、运行模式管理、人才管理、质量健康安全环境(QHSE)管理4个方面进行创新,实施全过程精细管理,保障项目安全高效运行,实现了我国海域可燃冰试采历史性突破。技术管理创新解决6项技术难题,取得6项技术进步,培育5大类特色技术,打造了深水可燃冰试采技术利器;运行模式创新形成了科学组织结构、资源整合、借船出海、靠前指挥等一套深水项目运行模式;人才管理创新培养形成了一支深水精英队伍;QHSE管理创新建立健全了一套深水作业安全环保管理体系。
As a national significant engineering project, the first natural gas hydrate(NGH) deepwater testing project of Shenhu area in the South China sea meets lots of difficulties. With the vigorous guidance of CNPC, CNPC offshore engineering company(CPOE), as the general contractor, broke through the traditional thinking mode and innovated in such 4 aspects as technology management, operation mode management, talent management, and QHSE management,implemented the whole process of fine management, ensured the safe and efficient operation of the project, and achieved a historic breakthrough of extract testing on deep water NGH in China's sea area. Technological management innovation has solved 6 technical problems, made 6 technical progress, cultivated 5 categories of characteristic technologies, and created a sharp tool for extract testing on deep water NGH. The innovation of operation mode has formed a set of operation modes of deep water projects including scientific organization structure, resource integration, sailing with borrowed ships, and leading command. Talent management innovation facilitated a deep water elite team. QHSE management innovation has established and improved a set of safety and environmental protection management system for deep water operations.
