摘要
以往对于物流效率的研究都是基于传统DEA模型,而且没有考虑物流业碳排放问题,文章基于超效率DEA模型同时引入Ruggiero三阶段方法构建低碳约束下的我国省际物流业效率测算体系,该方法解决了传统DEA模型在测算物流效率时部分省区效率值同为DEA有效无法排序的问题,同时消除了外部环境因素对于技术效率测算的影响。研究结果表明:消除环境因素后第三阶段测算的低碳约束下的我国各省区物流业效率与第一阶段测算的各省区物流业效率有显著差异,我国物流业高效率地区共有天津等11省区,中效率地区共有北京等12省区,低效率地区共有吉林等7省区。研究发现外生环境因素对中部和西部地区物流效率测算影响较为明显,对东部地区的影响较弱。
        Previous studies on logistics efficiency are based on the traditional DEA model,and carbon emissionsfrom logistics industry have not been considered. In this paper,we introduced Ruggiero three-phrase approach and SE-DEAmodel to construct the estimation system of interprovincial logistics industry efficiency under the restriction of low carbon(LIEURL)in China. This method solves the problem that some provinces could not be sorted when the efficiency values calcu-lated by traditional DEA model are all one. This approach also eliminates the impact of external environmental factors on mea-suring technical efficiency. The result shows that the value of LIEURL without environmental factors calculated in the thirdphrase has a significant difference with the value of LIEURL calculated in the first phrase. There are 11 provincial-level ad-ministrative areas with high efficiency of logistics industry including Tianjin,12 areas with middle efficiency including Bei-jing,and 7 areas with low efficiency including Jilin. The study also finds that the impact of exogenous environmental factors issignificant to the logistics efficiency in the central and western regions,but this impact is weak to that in the eastern region.
