摘要
提出在欠发达地区系统性构建以新型服务平台为桥梁的协同创新模型,克服典型产学研模式的局限性,实现柔性引才,创新要素能够以高层次人才为载体在创新网络内实现循环流动,提升创新绩效。最后总结与模型较为相符的院士工作站和人才驱动中心的实践模式,并提出相关的对策建议。
This paper creatively proposes a collaborative innovation model in the underdeveloped areas in which the new service platform serves as a bridge, and the innovation elements represented by high-level talents can circulate in the innovative network, generate the non-linear superposition effect and enhance the innovation performance. Finally, it discusses the practice model of the academician work stations and talent-driving centers which is in line with the model, and puts forward related recommendations and suggestions.

1)欠发达地区是一个相对的概念,发达地区也存在相对欠发达的区域,而在欠发达地区也有相对发达的区域,因此,本文涉及的欠发达地区是指相对于发达地区,受历史原因、自然条件、经济基础等因素长期影响,具有以中小企业为主,研发力量弱,高层次人才匮乏,市场不完善等特征的区域。
