民办学校举办者诉求与分类选择动因分析——基于《中华人民共和国民办教育促进法实施条例(修订草案)(送审稿)》视角

摘要
《中华人民共和国民办教育促进法实施条例(修订草案)(送审稿)》的公布进一步规范了民办学校的产权性质、准入机制、举办类型、集团办学模式等,促使不同类型举办者能够按照分类管理要求自主选择创办学校的性质与形式。该送审稿公布后举办者产生了办学合法性、资产保值/增殖、信息公开、价值认同等诉求,举办者在选择办学种类和性质时往往基于经济人、社会人、复杂人等心理与内在动因。政府、社会应当落实与创新实施办法,进一步激励举办者积极创办民办学校,促进民办教育事业发展。
        The nature of property rights,access mechanisms,types of holding schools,modes of school-running groups of private schools were further standardised by the announcement of Implementing Regulations of the Law of the People's Republic of China on Promotion of Private Schools(Draft Revision)(Draft for Review).Different types of sponsors were prompting to independently choose the nature and forms of school-running according to sort management.The announcement of draft revision raised appeal of lawfulness of school-running,maintenance and appreciation of assets value,information disclosure and value identification of sponsors.Sponsors make decisions of choosing the nature and forms of shchoolrunning always based on mentalities of economic man,social man,complex man and internal motives.The government and social society should practice and innovate the implementing regulations,in order to stimulate sponsors further to establishing private schools and promote development of non-governmental education.
