2017年四川省食品药品监督管理机构人力资源现状调查分析

摘要
目的通过对2017年四川省食品药品监管机构人力资源配置状况调查,分析存在问题并提出相应建议,为食品药品监管机构科学配备人员提供参考。方法研究利用全省食品药品监管机构人力数据,对全省监管人员按人数、年龄、性别、学历、职级等进行统计和分析。结果全省食品药品监管队伍存在学历不高、分布不均等问题,从地域看,川西、川北、川南与成都平原地区监管人员在人数总量、监管范围、学历构成等方面差异有统计学意义。结论各级应高度重视人员配置标准设置,配齐配强监管人员,加大本科以上学历人才引进力度,积极推进监管人员职业化建设,加强一线执法人员实训,全面提升专业监管能力,打造一支规模适当、结构合理、素质优良的专业队伍,守卫好人民群众"舌尖上的安全"。
Objective To understand the situation of human resource allocation in institutions for food and drug supervision and administration in Sichuan province in 2017,in order to find out existing problems and provide the reference for establishing a reasonable structure of human resource allocation in such institutions. Methods Human resource data of institutions for food and drug supervision and administration in Sichuan province was adopted in the study,the analysis was on the basis of number of staffs,age,gender,education background and professional title. Results The educational background of supervisors in Sichuan province were not high enough and their distribution is not balanced. In terms of geographical analyze,the number of supervisors,the supervision scope, educational background composition and other aspects in western Sichuan, northern Sichuan,central Sichuan and southern Sichuan is statistical significantly different. Conclusion Institutions for food and drug supervision and administration at all levels should pay more attention to standardize the allocation of human resources,strengthen the construction of health supervision personnel team,increase the introduction of people with bachelor degree or above,improve the overall professional quality and regulation ability of the supervisors,so as to build a professional team with appropriate scale,reasonable structure and professional quality,to safeguard the food and drug security for the people.
