政府购买体育公共服务效益提升路径研究

摘要
在政府购买服务已经成为公共服务供给新形式的背景下,政府购买体育公共服务逐渐得到重视。研究发现,当前政府购买体育公共服务中面临着以下突出问题:哪些服务属于政府购买体育公共服务的范畴?如何确定体育公共服务的服务对象范围?怎样对购买体育公共服务过程实施有效监督等。在梳理以上现实困境的基础上,研究提出政府购买体育公共服务效益提升的具体路径:在购买体育公共服务中进一步明确政府的定位;对购买体育公共服务的过程进行有效的监督评价;通过公众参与提升服务的社会效益;建立政府与社会组织合作平台;完善政府购买体育公共服务的法律保障等。
The government's purchasing service has become a new way to offer public services. Under such background, much attention has been paid gradually to the government's purchasing public sports service. The study shows that the government faces the following prominent problems while purchasing public sports service: What kinds of service belong to the scope of public sports service? How to determine the objects of public sports service? How to supervise effectively the process of purchasing public sports service? On the basis of surveying the practical dilemma, the paper puts forward a few definite paths to promote the benefits of the government's purchasing public sports service: to pinpoint the government's orientation while purchasing public sports service; to supervise and evaluate effectively the process of purchasing public sports service; to promote the service's social benefits through public participation; to establish the cooperation platforms between the government and social organizations; to perfect the legal protection for the government's purchasing public sports service, etc.
