摘要
运用DEA分析法,通过对全国31个省林业产业的投资完成情况、固定资产的投资以及林业第一产业、第二产业和第三产业的涉林产业产出进行对比分析,为区域林业产业通过规模调整实现集约化发展,提供必要的研究依据。研究表明:2016年全国规模效率的平均值是0.588,除了贵州、海南、广东、重庆、浙江5省规模经济效率达到了最佳以外,其他省份都由于规模经济效率不高、资源浪费等原因导致规模不经济。提出了进一步提升整体林业产业的规模经济效率,林业主管部门应采取扶持高科技企业为核心的产业集团发展,增强林业产业投资完成额的有效投入,准确测算与当地林业产业发展技术水平相符的效率规模区间,进行相机调整与布局,充分发挥林业第三产业对规模经济形成的促进作用,跨省实现林业产业资源的有效整合等措施的建议。
        Modern forestry development need large-scale operations to improve the efficiency of production, this paper uses DEA analysis method, contrastive analysis completion of investment, fixed assets investment of forestry industry and output that involve forestry of the first industry, secondary industry and tertiary industry in the national 31 provinces and provide the necessary research basis to achieve intensive development through scale adjustment of regional forestry industry. The research shows that the national average scale efficiency in 2016 is 0.588. Except Gui Zhou, Hai Nan, Guang Dong,Chong Qing and Zhe Jiang provinces, which have the best scale economic efficiency, all the other provinces are caused diseconomies of scale by the low efficiency of scale economy and the waste of resources. The higher the efficiency of scale economy, the higher the returns of scale are, whereas the lower the efficiency of scale economy, the lower the returns of scale are. The technical level of forestry industry development is an important factor restricting the scale. The forestry competent authorities should take measures to support high-tech enterprises as the core industry group development, enhance the effective input of forestry industry investment completion, accurate measurement the efficiency scale range with the technology development level of local forestry industry, adjust and layout accordingly, give full play to the forestry tertiary industry promoting scale economy, achieve effective integration of industry resources across the province forestry, to further enhance the scale economic efficiency of the overall forestry industry.
