摘要

"两张皮"是指相互之间原本存在必然联系或依附关系的两种事物发生游离而单独存在。通过剖析测绘单位质量管理体系与质量管理工作二者完全割裂开来的"两张皮"表现及其根源,提出了预防措施,对测绘单位质量管理体系的建立与运行具有指导作用。
        "Two Pieces of Skins"refers to two kinds of things necessarily relating or attaching to each other separate from each other and exist independently. This paper analyzes the phenomenon and the causes of "two pieces of skins"of the quality management system in surveying and mapping corporations and puts forward some preventive measures to guide the operation of the quality management system.
