政府购买培训服务的战略目标与服务体系——基于“政民互动”的视角

摘要
随着我国经济社会的快速发展和城镇化率不断提升,就业问题成为当前最大的民生问题。在实践层面,为促进创业就业,政府通过实施购买培训服务,试图扩大就业规模,优化就业结构,并提升政府治理能力。本文从政民互动的视角研究此问题,来呈现政府购买培训服务的战略导向、服务体系以及问题剖析;同时,针对导向、体系与问题,从政民互动的建构逻辑出发,探讨建设公众网络交流平台、科学制定政府购买技能培训项目和内容、构建监督体系、加强电子政务建设,以及加强对培训机构的绩效评估考核机制等等,对优化政府购买培训服务的重要作用。
With the rapid development of China's economy and society,urbanization rate continues to improve. Employment problem is the biggest problem of people's livelihood in our country.To promote entrepreneurship and employment,government implement purchasing training services can expand employment scale,optimize employment structure,and also improve the governance capacity of the government. Taking Nanjing as an example,this paper analyses the government purchasing training service system,proposes the establishment of public network communication platform and the implementation of full interaction between government and the public. Finaly comes to policy suggestions on improving the government purchasing service system.
