基于政策文本的我国学术信息资源安全政府治理分析

摘要
【目的/意义】为了解我国学术信息资源安全政府治理的基本情况,并给出针对性建议,优化我国学术信息资源安全政府治理体系。【方法/过程】利用统计整理、主题分类等方法分析我国学术信息资源安全政府治理相关的政策文本,厘清我国学术信息资源安全政府治理存在的问题。【结果/结论】针对当前我国学术信息资源安全政府治理体系问题,提出优化顶层管理职能结构,加强政策针对性和权威性以及完善政策体系的建议。
【Purpose/significance】To understand the basic situation of government governance of academic information resources security in China, and gives pertinent suggestions to optimize the government governance system of academic information resources security in China.【Method/process】Classification and statistical processing of the policy texts related to the government governance of China's academic information resources security are conducted and the existing problems in the government governance of the security of academic information resources in China is clarified.【Result/conclusion】In view of the current problems of the government governance system for the security of academic information resources in China, this paper proposes to optimize the structure of the top management function, strengthen the pertinence and authority of the policy and improve the policy system.
