改革开放四十年中国反贫困的经验与启示

摘要
改革开放四十年中国农村反贫困取得了举世瞩目的成绩,扶贫重心经历了从生产开发式扶贫到综合性扶贫,从区域性扶贫到瞄准贫困县、贫困村到当前的到户到人的精准扶贫;从解决普遍性贫困、解决温饱问题入手到促进农村综合发展和全面小康。40年的实践体现了中国政府始终坚持以改善民生为中心,始终保持着一个合理的反贫困节奏,持续提出有利于贫困人口的政策创新以及注重反贫困的制度化体系建设。文本认为,基于40年的实践,应当认识到贫困的长期性、复杂性会持续存在,需要将反贫困工作主流化并内生成一种行为自觉和重要理念,构建减贫的综合性保障体系,统筹衔接脱贫攻坚与新型城镇化、乡村振兴战略。
Over the past 40 years of reform and opening up,China's rural anti-poverty has achieved remarkable results.Poverty alleviation policies have gone through relief-based poverty alleviation to development-oriented poverty alleviation, from regional poverty alleviation to targeting poverty-stricken counties and villages to the current targeted poverty reduction and alleviation,from alleviating general poverty and providing food and clothing to promoting comprehensive rural development and comprehensive well-off. This process of change shows that the Chinese government has adhered to the people-centered philosophy of development,always maintained anti-poverty policies and management work along a reasonable pace, and had continued to propose pro-poor policy innovations and focus on anti-poverty institutionalized system construction. The study finds that for the fight against poverty and the anti-poverty work after 2020,it should be recognized that the long-term and complex nature of poverty will continue, and that the CPC and the whole society should carry on anti-poverty work by generating a behavioral consciousness and important ideas,building a comprehensive security system for poverty alleviation, and coordinating the strategy of poverty alleviation and new urbanization and rural revitalization strategy.
