事业单位改革对在编员工的心理影响及引导策略

摘要
现阶段,我国事业单位改革已步入攻坚克难的重要关头,改革所触及的深层次矛盾越来越多,特别是关于医疗养老保险与绩效考核管理的一些政策设计,直接影响着事业单位员工的切身利益,引发了广大在编员工的密切关注。事业单位改革的最终目的是重构与市场经济体制相符的国家事业制度,更好地发挥事业单位在国家经济建设发展中的重要作用,但改革新政策的出台,势必对一些员工的既得利益造成损害,使之产生一定的心理落差,进而引发各种显性或隐性的抵触现象,阻碍改革的顺利推进。基于此,文章以事业单位的心理契约为切入点,分析了事业单位改革对在编员工的心理影响,探讨了事业单位改革背景下在编员工的心理引导策略,旨在推动事业单位改革顺利高效推进。
        At present, the reform of public institutions in China enters a difficult and important stage. There are more and more deep-seated contradictions the reform is involved into. In particular, some political design about the medical endowment insurance and the performance evaluation management, directly affects the vital interests of the employees of public institutions,so it attracts the close attention from lots of permanent staff. The ultimate goal of the reform of public institutions is to reconstruct a modern institution system which is consistent with the market economic system, and give full play to the important role of public institutions in the development of the national economy. However, some new policies related to the reform are bound to do harm to the vested interests of some staff. So the reform can make them comfortless so as to cause all kinds of explicit or implicit resistance, which can hinder the progress of the reform. On this basis, taking the psychological contract of public institutions as the breakthrough point, the psychological impact of the reform of public institutions on the permanent staff is analyzed, and some related psychological guiding strategies against the background of the reform of public institutions are discussed in this paper, to promote the smooth and efficient progress of the reform.
