摘要
概述了化学事故现场危化品相关数据的获取及其应用过程中存在的问题,提出了应用便携式移动终端来辅助解决现场数据获取与应急救援决策的思路。研究了化学事故移动应急辅助决策的关键技术,在此基础上设计和开发了化学事故移动应急辅助决策系统。系统提供了化学事故相关数据检索和罐区火灾事故下的应急辅助决策基本功能,对建立和健全统一指挥、功能完善、反应迅速、协调有序、运转高效的现场应急决策机制,有效应对重特大突发化学事故,最大限度的降低损失,都具有非常重要的意义。
The paper summarizes the problems related to the acquisition and application of hazardous chemicals on-site data of chemical accidents,and puts forward the idea of using portable mobile terminals to assist in the decision-making of field data acquisition and emergency rescue. The key technologies of emergency response decision-making for chemical accidents mobility were studied. Based on this,a chemical accident emergency mobile assistant decision system was designed and developed. The system provides the basic functions of chemical accident-related data retrieval and emergency assistance decision-making under tank fire accidents,and establishes and perfects on-site emergency decision-making mechanisms with unified command, complete functions,rapid response,coordinated and orderly operation,and high-efficiency operation. The sudden occurrence of chemical accidents and the minimization of losses are of great significance.
