高校学生资助工作的制度性反思——基于良法的分析视角

摘要
高校学生资助工作制度是法律与政策相结合的制度体系,应该对标"良法善治"思想及其价值,将平等、正义、自由等价值的实现作为自身发展完善的方向。从这个角度看,高校学生资助工作制度还存在需要反思和完善之处。在良法的语境下,高校要遵循合法性原则、民主性原则和科学性原则,并采取以下措施不断发展和完善学生资助工作制度:推进高校资助工作制度建设发展;建立健全高校学生资助工作制度评估机制;高校学生资助工作实践要"反哺"制度发展。
As an institutional system combining law and policy,the work system of student financial assistance in colleges and universities should mark the thought of "conscientious law and good governance" and its value,and take the realization of equality,justice,freedom and other values as the direction of its own development and improvement. From this perspective the existing work system of student financial assistance in colleges and universities still needs to be reviewed and improved.In the context of conscientious law,colleges and universities should not only follow the principles of legality,democracy and science,but also take measures to constantly develop and improve the work system of student financial assistance in the following aspects :(1)to promote institutional construction and development of the work system of student financial assistance;(2)to establish and improve the evaluation mechanism of student financial assistance system in colleges and universities;(3)to take the practice of financial assistance work as "feedback" to the institutional development of the system.
