基于生命周期理论的黑龙江省牧场标准化运行过程机制研究——以乌力吉图牧场为例

摘要
牧场标准化运行对现代奶业发展和我国乳制品企业的国际竞争起着重要的作用,同时也是国家对于乳制品安全治理政策实施的关键所在。文章首先基于生命周期理论,构建了黑龙江省牧场标准化运行过程机制的综合分析框架,将牧场标准化运行过程分为启动阶段、发展阶段和成熟阶段,然后对每一阶段运行的过程机制进行阐述,其中启动阶段主要包括动力机制、融资机制和利益机制;发展阶段主要包括技术推广机制和政策支持机制;成熟阶段主要包括牧场标准化监督管理机制、乳制品质量安全管理机制。接着,以黑龙江省乌力吉图牧场为例进行案例分析,揭示牧场标准化运行在不同阶段的具体操作过程。最后在理论分析和案例分析的基础上,提出基于生命周期理论的黑龙江省牧场标准化运行的可持续发展对策。
Pasture standardization operation plays an important role in the development of modern dairy industry and the international competition of dairy enterprises in China. It is also the key to the implementation of the national policy on dairy safety management. Firstly,based on the life cycle theory,this paper constructed a comprehensive analysis framework of the process mechanism of pasture standardization operation in Heilongjiang Province. The process of pasture standardized operation was divided into three stages: start-up stage,development stage and mature stage. Then,the process mechanism of each stage is elaborated. The start-up stage mainly included power mechanism,financing mechanism and benefit mechanism;and the development stage mainly included technology promotion mechanism and policy support mechanism;the mature stage mainly included pasture standardization supervision and management mechanism,dairy product quality and safety management mechanism.Then,taking Wulijitu pasture in Heilongjiang Province as an example,the specific operation process of pasture standardization operation in different stages was revealed. Finally,on the basis of theoretical analysis and case analysis,the sustainable development countermeasures of pasture standardization operation in Heilongjiang Province based on life cycle theory were put forward.
