摘要
针对园区转型升级中出现的主体间粘性偏低、协调性不足等一系列影响合作行为有效性的问题,运用Logistic Growth规律及成本理论构建共生网络治理模型,提出依托型共生网络治理应侧重发挥学习机制的保障作用来降低技术势差,平等型应侧重利用信任及学习机制作用保持自身竞争优势的稳定,嵌套型应在各机制配合下着重加强制度机制及生态治理机制约束力的建议。
        Facing a series of questions which influence the effectiveness of cooperative behavior, such as low correlations among different main body and lack of coordination in the process of transformation and upgrading in science and technology park, we explore the basic rule of industrial upgrading in view of the symbiosis network governance through constructing the symbiosis network governance model, and analyze in detail the market trading environment and interaction mechanisms. Furthermore, the paper applies logistic growth law and cost theory to determine the symbiosis network governance unit. At last, according to governance mechanism and the symbiosis network type which the unit belongs to, the article offers suggestions including that the relying symbiosis network governance should focus on the protection function of learning mechanism to reduce the technical potential gap; the equal symbiosis network governance should focus on the function of trust and learning mechanism to maintain the stability of its competitive advantage; the nested symbiosis network governance should focus on strengthening institutional mechanisms and ecological governance mechanisms binding with the mechanisms of cooperation.
