摘要

2019年是精准脱贫三年行动计划的行动之年。湖北虽已全面进入脱贫攻坚收官期,但在实现稳定脱贫上仍面临着公共服务体系亟待重构、贫困地区资源有待进一步开发和保护、扶贫项目后期管理不足以及缺乏核心人才等不利因素。对此,需要尽快通过创新发展、增强开放活力、稳定收入来源、优化新型公共服务体系等方式共同建立与完善稳定脱贫长效机制,增强困难群众发展能力,力争永久跳出"贫困陷阱"。
        2019 is the year of action for the three-year action plan for precision poverty alleviation. Although Hubei has fully entered the period of poverty alleviation, it still faces the unfavorable factors such as the need to reconstruct the public service system, the need for further development and protection of resources in poverty-stricken areas, the lack of post-administration of poverty alleviation projects, and the lack of core talents. In this regard, it is necessary to establish and improve a long-term mechanism for stable poverty alleviation by innovating development, enhancing openness, stabilizing income sources, and optimizing new public service systems as soon as possible, to enhance the development capacity of difficult people and strive to permanently jump out of the "poverty trap".
