人民团体协商概念的界定及其解读

摘要
人民团体协商是中国共产党在长期的革命、建设与改革实践中探索出来的协商民主的独特形式之一。解读人民团体协商的概念必须根据协商民主的概念,追溯人民团体协商的起源,辨析人民团体协商概念中的主要要素,进而得出人民团体协商就是在中国共产党的领导下,以各类人民团体为主体,通过充分利用人民团体层级广泛、领域广阔的自上而下的组织体系搭建协商平台,平等公开地参与到国家大事的协商讨论中,参与到政府公共事务决策中,参与到利益相关的具体事件的解决中,以求最大限度地解决矛盾,达成共识的一种协商形式。
People's organization consultation is one form of the consultative democracy explored by CPC in the long term revolution, construction and reform practice. The interpretation of the concept of must be based on the concept of consultative democracy, tracing back the origin and identifying the main elements of it. Then we can safely define it as a form that under the leadership of the CPC, taking the people's organization as the main body and constructing a platform which depends on the broad and extensive top-down people's organization. The functions of people's organization include participating in the consultation and discussion of the state affairs equally and openly, participating in the decision-making of the government's public affairs, participating in the solution of interests-related specific events. The purpose is to solve the contradictions to the maximum extent, and reach a consensus form of consultation.
