上海社会化工会工作者队伍建设研究

摘要
自2013年开始,上海部分区总工会通过成立专业性社工服务机构,以社会化运作、契约化管理、专业化培训、职业化发展为目标,打造一支职业化的社会化工会工作者队伍,进一步充实街镇总工会及其下属行业性、区域性工会组织的力量。2018年6月的调查结果显示,目前社会化工会工作者队伍呈现出年轻化、专业化的特点,存在着满意度不高、稳定性不强、认同度不强等问题;主要原因在于队伍的功能定位不明、管理模式不一、地区发展不平衡、招人留人局限、发展规模不足。今后,应当从队伍功能定位、管理模式、晋升通道等三方面推进上海社会化工会工作者队伍建设。
Since 2013, the trade unions of some districts in Shanghai have set up professional service centers for social workers, aiming at socialized operation, contractual management, professional training and professional development to build a professional team of social workers and to further enrich the organizational strength of trade unions in towns, streets and their subordinates. The survey results in June 2018 show that the socialized union workers have become the backbone of the trade union cadres, showing the characteristics of youth and professionalization.There are some problems such as low satisfaction, low stability and low recognition. The main reasons lie in the unclear function orientation, different management modes, unbalanced regional development, limited recruitment and retention, and insufficient scale of development. In the future, we should promote the construction of Shanghai socialized union workers team from three aspects, namely team function orientation, management mode and promotion channels.
