正本清源:乡村治理现代化领导主体——农村基层党组织

摘要
乡村治理现代化是国家治理体系现代化总框架的一部分内容,国家治理现代化自然包含乡村基层治理现代化。中国共产党是社会主义事业的领导核心,党的领导及正确的政策指导直接关系社会主义事业的兴衰成败以及人民福祉的得失,更关系到党群关系这一根本战略组合。通过分析当前在农村基层治理问题方面的有关观点,可以得到,农村基层治理现代化的核心领导力量只能是基层党组织,乡村治理体系现代化在根本上就是农村党组织建设现代化的过程。
The modernization of rural governance is an important part of the overall framework of the modernization of the national governance system. The modernization of national governance requires the modernization of rural grassroots governance. The Communist Party of China is the core of leadership in the socialist cause. The leadership of the party is related to the success or failure of the socialist cause and the gains and losses of the people's well-being, and it is also related to the relationship between the party and the masses. By analyzing the current problems in rural grassroots governance in China, the article believes that the leadership of rural grassroots governance modernization can only be the grassroots party organization, the modernization of the rural governance system, and fundamentally speaking, on the basis of implementing the principles and policies of the CPC Central Committee, the rural grassroots party organization actively leads the process of rural residents participating in the modernization of rural areas.
