党的民族政策与边疆多民族地区和谐民族关系的构建——以云南为例

摘要
民族政策的价值取向决定着民族关系的状态,发展和谐的民族关系一直是党的民族政策的核心理念。作为一个多民族的边疆省份,云南在运用党的民族政策构建和谐民族关系中取得了良好成效,其做法对边疆多民族地区和谐民族关系的构建具有重要的借鉴意义。但在当前深刻变化的国际、国内背景下,还有必要进一步强化"多元一体"的民族政策价值取向,构建权利义务对等的民族政策输出机制,构建必要的民族意识调控机制,建立边疆多民族地区公共危机应急处理机制,建立以法律手段为主的民族政策实施方式,以实现党的民族政策持续促进边疆多民族地区民族关系的和谐。
The values of a nation's ethnic policy determine its ethnic relations. The development of harmonious ethnic relations is always the core concept of the CPC ethnic policy. As a multi- ethnic border province,Yunnan has made great success in applying the national policy to building ethnic relations,which also sets a good example for border areas in other provinces. But with the profound changes of international and domestic backgrounds,measures should be taken to realize the sustainable harmony in these places. Suggestions proposed go as follows: strengthening further the pluralism- oriented national policy system, building a national policy output mechanism with balance between the rights and the obligations,establishing a coordination mechanism between ethnic and national consciousness one,establishing an emergency response mechanism of public crisis in multi- ethnic border areas,and making law the priority means in the process of national policy implementation.
