沪陕传染病防控体系管理与监控机制齐全程度研究

摘要
目的比较沪陕两地传染病管理与监控机制齐全程度,分析其与传染病发病率的相关性。方法系统收集沪陕两地所有涉及传染病防控工作的公开政策文件,摘录并量化管理与监控机制齐全程度,运用Spearman相关、简单线性回归等方法分析管理与监控机制齐全程度与传染病发病率之间的关系。结果沪陕两地管理与监控机制齐全程度呈稳步上升趋势,其中,上海市从2000年的15.58%上升到2017年的42.00%、陕西省从22.82%上升到40.36%,沪陕两地齐全程度与传染病发病率呈显著负相关(r=-0.85、-0.71,P<0.01),调整R~2分别为0.81,0.28(P<0.01)。结论齐全的管理与监控机制在一定程度上促进了传染病防控效果的改善,但职责分工明确程度仍需进一步提升。
Objective To compare the completeness of the management and monitoring mechanism of infectious disease prevention and control system between Shanghai city and Shaanxi province,and to analyze its correlation with the incidence of infectious disease. Methods The public policy documents on the prevention and control of infectious diseases in Shanghai city and Shaanxi province were systematically collected,and the completeness of the management and monitoring mechanism were quantified.Spearman correlation and linear regression were used to analyze the relationship between the completeness of management and monitoring mechanism and the incidence of infectious diseases. Results The completeness of management and monitoring mechanisms in Shanghai city and Shaanxi province showed an increasing trend year by year,with Shanghai rose from 15.58% in 2000 to 42.00% in 2017,and Shaanxi increased from 22.82% in 1990 to 40.36% in 2017.A significant negative correlation was showed in the completeness and the incidence of infectious disease both in Shanghai and Shaanxi.The correlation coefficient was-0.85(P<0.01) and-0.71(P<0.01)respectively,and the adjust R~2 was 0.81(P<0.01) in Shanghai and 0.28(P<0.01) in Shaanxi. Conclusion The complete management and monitoring mechanism has promoted the improvement of the prevention and control effect of infectious diseases to a certain extent.However the responsibilities division still needs to be further clarified.
