东非地区国际多式联运发展对策研究

摘要
东非地区作为"一带一路"的重要战略区域,与我国的合作日渐密切。为促进东非地区国际多式联运发展,通过阐述东非地区国际多式联运发展现状,针对东非地区国际多式联运发展中存在的问题,提出提高多式联运的运输能力、扩大多式联运的方式多样性、构建多式联运物流中心、加强运营管理、优化运输组织、推进通关便利化、完善信息化建设等促进东非地区国际多式联运发展的对策,对加强东非地区国际多式联运的运营管理,提高运输能力及运输效率,构建现代化、信息化的国际多式联运体系,提升东非地区国际形象具有积极作用。
As an important strategic area of the Belt and Road Initiative, East Africa region has an increasingly close cooperation with China. To promote the international multimodal transportation in this region, this paper explores the current status and existing problems of international multimodal transportation and proposes improving countermeasures, such as improving the capacity, expanding the transportation modes, building multimodal logistic centers, improving operation management, optimizing operation organization, facilitating custom clearance procedures, improving information tools, etc. These proposals help improve the management, capacity and efficiency for the international transportation, build the modern and digital international multimodal transportation system, and further improve the international image of East Africa.
